If it's Krylon or some sort of spray paint just use acetone.

If you're going to continue to use krylon or spray paint it's all in prep work. Degrease your surface with acetone then apply light coats. Keep in mind spray paint will come off with use. If you want a more permanent solution then use cerakote.

You have to use a matte clear coat on top of the paint. Use multiple coatings, but you MUST let it completely dry between clear coats, or it will be tacky literally forever.

Even though this is bait I will be helpful. To successfully paint metal you need it to be clean, free of oil, and have a rough surface. First, clean and degrease the surfaces to be painted. I use kerosene. Be warned, this will absolutely destroy any finish that uses oxidization including bluing, heat treating, and patina. Once the surface is clean of all oil and debris rough up the surface with a low grit sand paper. This will allow the paint and primer to adhere. Next, find yourself some auto body primer. This is a base coat designed specifically to fill imperfections and provide a uniform layer for the best adhesion. Finally, apply your paint in even coats, waiting for one coat to completely dry before adding another.
