Nah it's definitely a P.38, that extra tube probably serves some mechanical function on the toy gun. (Tube mag for little rubber bullets or a spring housing or something. Note that the "1911" has an extra bit sticking off the front in about the same place.)

Looks like a P38 with a taller slide to fit either an extra barrel under the regular one, or it's a long guiderod or something (which would be out of place on the P38).
