Let me tell you about a concept know as a "virtual theater of war".
During a war, enemy soldiers are fair game no matter where they are thus creating a virtual theater where they are.
It would be legal to bomb or attack a base with drone operators. Kill active duty drone operators when they are walking around.
The point is, by fighting from far away you inadvertently make it legal for enemy forces to bomb your town (if that's where military personnel are).
