Just buy the flamethrower and gelling agent at the same time.

Styrofoam is a great geling agent.
Makes actual napalm out of regular ordinary gasoline. Mix littke bit at a time so you get the consistency you want.
There is nothing illegal about mixing gasoline with styrofoam.
Diesel is not so good since it needs higher vaporisation to ignite.
Trust me, i have experience with this.

Make sure you add a bit of oil to your gasoline/styrofoam mix, and dont go too heavy on the styrofoam depending on the consistency you're aiming for. Also a black powder charge in the center of a 2 liter cola bottle will make a fantastic fire bomb.
