The point is that what you, me or Billy-Joe "personally considers" brandishing doesn't matter from a legal standpoint, and there is no other real standpoint that matters. The dictionary definition really doesn't come into play with legal terminology.
There's a broad spectrum that runs from verbal threats to actually shooting someone. Brandishing lies SOMEWHERE on that spectrum, but it varies by jurisdiction exactly where. It can overlap with assault in other jurisdictions. The only way to be sure is to consult a lawyer, or at least read your local laws.
