SAR4800 in 5.56 will get you close to 2 grand. They were basically IMBEL MD3s imported to Springfield Armory. The next one was Red Rock Arms ATR 1, which is in the 1K range. However, they went out of business because they were a company owned by Bobcat Arms which in turn was connected with Todd Bailey's companies, which was known as sketchy for their quality and didn't made many sales. The ATR 1 was made after their Bobcat's relations with Baily's companies went sour but they already were labeled with a bad reputation due to being associated with Bailey's companies. Both used rotating bolts, fed from 5.56 STAGNAG magazines, however, the ATR 1 had an aluminum lower.

A properly done gas setting combined with a shorter barrel than usual means the bolt and carrier don't move as fast and not all the powder is burnt meaning not all the energy is released.
It does mean that you lose a good bit of FPS on each bullet fired though.
