I've been debating to either cut it up as rail panels or fabricate a way to mount it like a normal handguard and make a metal upper heatshield like some svt hybrid.

Let me be more specific, the bolt carrier itself comes with it. However needing to purchase a separate firing pin, cam pin, and bolt make the carrier effectively useless if you were expecting to simply purchase a second upper and plot it on the lower using the included "bolt" to make the rifle function.
