No you misunderstand he was upset about paying for the permit when it became constitutional. He then says oh well his class one permit is valid in 39 states so it won't be an issue if he travels.

The Class 1 which still requires fingerprinting/background check/wait time has reciprocity with 39 States.
The law would allow residents to carry concealed within North Dakota without a permit but that would not carry into other states without either a Class 1 or 2 licence.
