Is wrong, in Canada the police have a obligation to protect lives, even outside of criminal situations as affirmed in a SCC decision 'Godoy'. Aside from the common law obligation, they also have statutory obligations to protect lives. Warren v DC may be persuasive, especially during SCC arguments but in R v Godoy the court has affirmed the obligation and this is binding across Canada.

So in your scenario if an officer failed to act, they would open themselves to criminal liability for failing to act by current legal standards. And if not criminal liability, definitely a civil suit as per Odhavji v Woodhouse.

It really depends what you're aiming for. If you want any specific components, surface treatments or materials, building is going to be more cost-effective. You also will build a stronger understanding of the rifle itself and have a stronger personal attachment to it. Well, according to the RCMP, technically open carry is fine in Canada with unrestricted firearms that are unloaded and the land you are on does not prohibit the use of firearms.

However, it depends on the land. For privately held land you need permission from the landowner. You can take unrestricteds onto most crown land near you but you need to be aware of any municipal/county bylaws which prohibit the discharging of firearms. National parks also do not allow firearms, and provincial parks may or may not.

Be aware of the rules governing the land use and you will be fine. Pick up your brass and don't be a retard about it.
