Because the sword is useless in this era where any self-respecting semi-automatic handgun holds over 15 rounds and can be reloaded in less than two seconds. Back when a pistol took a 1/3rd of a minute to reload and could only fire once it made a lot more sense.

Pretty sure this was done irl back in the black powder days by officers and stuff when melee was still common on the battlefield. Especially in a colonial setting where the natives don't have many guns and are determined to get into close quarters to fight. In a modern setting it'd be pretty pointless.

Any situation where you could have a handgun and a sword a rifle would be much better.

Because for the most part using two hands to aim the handgun better (and reload faster) will be more useful. Only law enforcement or counterterrorism operators might be expected to engage with a handgun instead of a rifle as well, so that must be considered.

It may change with powered armor for coppers though. Why waste ammo on a bank robber when you can safely walk up to him and dismember his hands? Less chance of collateral damage too. And swords on the hips of police officers in addition to their service pistol will give them an even more authoritative and A E S T H E T I C look.

Because rifle and bayonet does the same thing more efficiently. Pistol on its own is one thing, if you have a pistol and a sword you're clearly openly displaying your weapons and braced for trouble, so having a rifle and bayonet in the same situation is just as practical. It's also less awkward because you're not forced to off-hand one of your weapons.

Last time this was viable was during the US civil war and maybe WWI if you really push it. Nowadays any attempt at melee is basically suicide even against the the worst of shooters.
