They do. Sadly they thought we preferred varnished stocks and shiny barrels. I explained they we wanted as stock and untouched as possible to the vendor who was a young but cool guy. He seemed to understand and take in what I saw saying rather intently. Sadly I never saw him after I bought em. I hope he is OK.

You don't. You just do the proper paperwork for a rifle that is pre 1899 and you are good. Only requirement is that you ship em USPS Registered mail which was available at most major US bases (I was in Kabul at the time) and that you cleared the paperwork with some security agent at Security Forces at the time (I forget the office name).
