No, .308 does not have an effective range of 1000 yards. In fact most loads through any rifle aren't even supersonic to 1000 yards, and many of the high BC match loads aren't when fired from a sub-24" barrel.

.308 through most battle rifles has an effective range of around 700 yards.

It can be done with a scoped battlerifle. Its not easy nor is it recommended, but i can be done.
If by "precision rifle" you mean like a kimber scout rifle then yes. I have personally shot steel at 1000 yards with a kimber model 84 and that is by no means a precision rifle. I wasnt using tulammo or wolf, but i also wasnt using high dollar ammunition or specific reloads

Not consistently enough for anything other than "holy shit I hit it" moments unless your idea of ringing steel is shooting a junked car. This is simply a factor of the best battle rifles being 1.5 MOA at best, which is a 15" potential deviation from point of aim even when the shooter does everything perfectly.

Coupled with the fact that literally no bullet and powder combination will keep a .308 above 1150fps from a 20" barrel and hitting any standard sized steel target at 1000 yards is as much dumb luck as it is shooter ability or rifle accuracy.

And yes you can make a variety of Mexican Match by pulling the 173 and seating a 175 on top of it, but it's a little hot. Wouldn't shoot that in July or August unless it's out of a bolt gun.

Even at a 1.5 moa, that 15 deviation can be cut down if the shooter has any knowledge in long range marksmanship. If the wind is blowing west, the bullet isnt going to skew east. Keeping in mind the drop of a bullet and its velocity, a person can more than 50% of the time hit his mark.
Why does the bullet have to maintain 1150fps. A bullet traveling at half of that speed can devastate the human body. To say no powder or bullet can keep a round in the air long enough or accurately enough to hit its destination is showinh that you both vastly underestimate the capabilities of a long range shooter and how much of an effect reloading to ones specs has.
