Looks artisanal to me. You can clearly see a welding mark where the slide has been cut to accommodate the new long slide, and where the front sight has been filed off.

It's the non-NFA way to make a handgun into a rifle. You can make a handgun into a rifle provided you install a >16" barrel on it before you affix the stock.

It'd work fine, you'd use a longer, softer spring, and the slide "hood" forward of the locking lugs is just support for the barrel and the front sight.

Seen it done with many a "long slide" 1911.
