Its similar and may have been based on an f16 deriviative, but its not like they just set bought a production license from Lockheed, the f16 blueprint, and went at it. The airframe is larger and design changes were made to it. Primarily to be optimized for domestic Japanese production, and due to the fly by wire avionics system being different. As the Americans refused to let them copy their version which took up more space than the f16 equivalent parts. the big reason why I don't consider it the same thing is the lack of parts commonality and the capability/cost differences due to its different airframe. A perfect example of this is how the British invented the Sopwith Triplane in ww1 and the Germans copied it, and produced the Fokker Triplane made famous by the red baron. The two airframes are strikingly similar and if you both gave them the same paint job would be very hard to tell apart, but still different aircraft.

To start with something. Larger wing and larger air intake dictates completely redesigned central fuselage. Same shit with forward fuselage due to bigger radar, different fucking canopy, beefed up landing gear and different leading edge extensions. Not to mention way more advanced composites used in structures and skin than F-16. Pretty much only common major airframe component is rear fuselage, larger tail still can still use similar attachment points.
Avionics of F-2 are way different from F-16. Differences start with entirely different radar, essentially everything related to weaponry is different as most of F-2's weaponry is Japanese, different HUD and MFD's.
Generally it would probably be easier to list actually common parts as pretty much every thing has been changed.
BTW. F/A-18 is still just a minor redesign of F-5 if F-2 is F-16.

Design line to F-2 starts from General Dynamics ADF design studies. YF-16 -> F-16A/B -> F-16 Agile Falcon proposal -> F-2. In the last step they changed pretty much everything minus ejection seat, some avionics, rear fuselage, engine and fuel system.
Alternatively go with the other line of reasoning when it comes to major redesigns, for example consider SuperHornet and Legacy bug to be different aircraft.
