What are you doing with the gun? Is it a range toy (I'm not saying that to be dickish - I've got plenty of impractical yet fun as shit pieces) or is it going to get beat up? If it's option 1, check out athlon optics. They're a newish company, but you won't find a piece of glass w/ a better feature set for less. And they've got a no questions asked warranty.
But the other guys here are right - up your budget if this is a serious piece. And 4x is plenty for a duty weapon at 300 yds. I'd go with Sig Sauer's new prismatic sights if you can't afford something like trijicon.

The cheapest id go is primary arms ffp 4-12x scope. Fantastic value. With optics planet 10% off, the mildot reticule model is around $200 shipped

Naturally, you want the best barrel possible in your low-cost build. PSA has FN cold hammer forged barrels that are pretty good (when in stock). BCM has the same barrels and better build quality (but more expensive).

A mk12 barrel, not even the collar or any other associated hardware, just the fucking barrel, exceeds OP's budget before you even have the FSB flats cut. If he's going fucking dirt cheap on the scope, what are the odds he even sourced a correct barrel, much less a quality one?
