It used to be even more but these days it's (probably) less than that.

'employed' by the state is kind of a hazy definition though because there are companies that behave just like any other profit motivated company but they're a state owned company. Because there are still quite a lot of these around, fairly large chunks of the population do still work for the state. Also, I don't think any universities are privately owned and private highschools are rare so nearly all schools are state owned, so are hospitals, so are most airlines because China Air owns a lot of other airlines as subsidiaries. All the rail companies. Lots of hotels are owned or part-owned by organisations such as military divisions and airports, railway stations and even branches of government departments like regional civil aviation or health bureaus.

So on a technicality, it's possible that 50% of the population are state employees though I think it's probably less. As to how it effects them, mostly it doesn't at all because they still have managers and CEOs who are profit motivated. However, people such as university lecturers and bureaucrats are effected, just not restaurant waiters working in a restaurant in a hotel which is owned by the local civil aviation department.

The ones that are more closely employed do get stuff happening like mandatory loyalty activities like singing revolutionary songs and stuff. Recently, a bunch of those guys were told to hand in their passports and now have to apply to travel overseas. There's a saying in China; when someone gets a cold, everyone is given medicine.

This is the key point. If you're getting 75% lifespan for 50%cost then it's worth it in circumstances when the cost of failure is low and replacement is not labor intensive. You could even throw a spare widgit in the box and remove a bunch of warranty calls because the customer goes "oh, this broke, they gave us a spare" and then when it breaks again, it's out of warranty and you can charge for it. You could save a shitload of money with a strategy like that and it's not even necessarily bad customer service. You could even just post extra widgits for free the first time and your customers would think you were great, not that you were dodging warranty claims.
