The guy in the link spent 470-some dollars and made a nice budget gun. Afterwards you can save your pennies on upgrading it.
Realistically the best, BARE BONES, you'll spend on a AR is in the 500 range. Any less and you're just buying trash.

i'm assuming you have the tools to finish your AR already: if not, you'll easily blow that $400 budget on tools. watch PSA for rifle kits, they'll give you everything you need to finish your build, sans punches/wrenches

I have the first generation of that trash lower. It is out of spec trash, but after some fixing, it does work. I've not shot it a lot though, probably 500ish rounds.
Parts are mostly PSA. Barrel is Anderson, gas block is YHM I think, brake is some generic thing from amazon, trigger is giessle sd3g blem, handgaurd is some cheap shit from matrix arms.
I didn't come out that cheap, but it wasn't terribly expensive I guess.
