If I was the highest ranking officer and in charge of the airspace I would just use this as a training exercise. Say to the enlisted guys "Let's see if these things actually work." While I watch them push the button.

I would be tempted to do the same thing. Too many of these high priced weapons don't get enough testing. It would be nice to know that my missiles can actually hit a target outside of contrived test scenario. A SCUD would be a better target, but they don't sell those at WALMART.
