Not really, that's a pretty sharp suction side angle on that fuselage, the pressure gradient at subsonic speeds would probably detach the airflow and create massive drag.
Not to mention it doesn't respect the area rule.

It had nothing to do with the shoot down. It was always about operating costs. Once they had an alternate day 0 of the war solution for IADS and C4SIR nodes, the incredibly maintenance heavy F-117 was doomed to get mothballed. Because the tech was so early, the RAM coatings, engine maintenance access, everything required a shit ton of man hours for every maintenance task, and add to that the need to keep them in climate controlled hangars and the extreme fragility of the aircraft coating/skin itself.

It was only ever the first sally of the technology class. It is vastly overshadowed by its children.

Awesome bird, and incredible achievement in aviation to get it in production as early as it was, but obsolete by the late-90's for the US (though not for anyone else).

They're pretty much worse than the F-35 in every single way. Even the F-22 has comparable AtG capability.

Second of all, the F-117 was retired because it was first-generation stealth technology that held a very niche role. Literally all it had going for it was its stealthiness, and the minute the Air Force had a viable alternative (F-22 and B-2), it became a waste of resources.

The Cost per Flight Hour on that plane was ludicrous and with the F22 program spooling up at the time and the limited non-bomb run capabilities the plane had, it was only a matter of time before it was scaled back and retired. It still serves some purpose though. A few units are still kept around as test beds for stealth detection and development as a lot of what was developed and researched for the F117 was refined and improved upon, then transferred to the F-22 and F-35 programs.

Shit happens it was a war after all. Not to mention that the pilot and mission planner should have been court martialed for gross incompetence. That being said it was very close to the end of it's service life, so it really wasn't that big of a loss. It really wasn't even all that stealthy by modern standards. Sucks that it gave China a kick-start on their program, but they would have just stolen the tech a different way if they hadn't gotten the wreckage.

Aircraft or cruise missiles which can deliver PGMs (precision guided munitions) on target either from standoff or immediate distances on the very first minute of the war, regardless of in-place anti-air defenses, including Anti Air Artillery (AAA), Surface to Air Missiles (SAMs) or enemy air superiority aircraft. The targets for these very first strikes are the control nodes for the enemy IADS (Integrated Air Defense System), which opens up lanes for follow up strikes by other aircraft, munitions and air assault helicopters, and C4SIR nodes (Command, Control, Communications, Computing, Surveillance, Intelligence and Reconnaissance).

In practical terms for the US, this means we send in Very Low Observable (VLO or stealth) aircraft into the hottest areas and bomb the shit out of all the most important places where the enemy observes, makes decisions and commands response to us, and all the places which would most disrupt the enemy's ability to deny airspace or impose air superiority on us. So:

etc.

On a tactical level, this meant sending in F-117s (Desert Storm and 2001/2003), B-2s (2001/2003 and current), F-22s and F-35s (current capability) and other stealthy drone airframes in as some of the very first aircraft to strike, and the first aircraft over very heavily defended airspace. These aircraft bomb the high value targets and decimate the opposing air force. With lanes of permissible airspace to work with, everything else follows, including all Army, Marines, Navy and Air Force capabilities
