Trying to place most of the mass near the cg will improve things like pitch and rate of roll. You can also then get away with smaller stabilizers as a result.

the cg was designed to be at the correct location for normal flight, and this was true when the guns were loaded. After the ammunition was expended the cg was a bit outside the allowable range - but part of this was caused by how they had to beef up the engines mounts
