The hardest part of making a rifle is... the rifling. Figure out a way to do that before you get started. Try a bolt action 12ga first.

people use water pipe for 12 gauge shotguns all the time. if he reinforces the chamber enough or makes a smoothebore its more than likely to work. i get .308 is high pressure but when you work with loose tolerances those pressures are workable if the action gets beefed up or the bore is slightly oversized.

he could buy a cheap barrel thats been chambered and all online then weld that shit together. i did it with a .22 insert for 12 ga. prefabed barrels are the way to go if you dont have gundrill tooling and a lathe with proper support

can rifle a barrel quite well with a machining lathe. it was done many times in the past for "actual guns" but button rifling or hammer forging around a mandrill like savage does is best.
