I could see it as something akin to really high rpm smg. Basically something not meant to penetrate body armor or go distance, but throw a shit ton of lead at close range with little recoil.

It would go over just as poorly as every "Liberator" project before it.
But the idea of mass producing a part polymer cheap ass rifle to just hand out like candy to people is really cool I must admit. Like in Mutant Epoch the "Survival Rifle" is basically this ACR multi caliber rifle, that was mass produced and handed out to everyone and their grandmother, right before a world ending event so they had something to defend themselves and hunt with.
