Well, they came up with a design for it and made some initial prototypes. But it tended to damage the shooter as much as the target. The big issue there was that the weapons were too expensive to keep blowing up. They couldn't actually track the "bullet" (a mahole cover). It's only a guess that it was traveling that fast, based on a single frame of slow motion video. It's equally possible that the projectile was just destroyed between frames.
