None of those sources say anything about replacing the standard service rifle. All they say is that they are producing a AR-15/M-16 derivative. Ukraine makes new rifles, mostly for export all the time, nothing new there. Given the current state of Ukraine its extremely unlikely that any new rifle will see mass adoption, too many other things that require funding.

The last source had some stuff about trying to westernize but that is organizational, not equipment level. The difference between an M4 and a AK-74 is not going to decide a battle, much less a war.
