Couple reasons, first of all, they have super thick hides which would function well in preventing radiation sickness. They also reproduce like rabbits which would make them more susceptible to reproduce well before cancer kicks in. There are like 200,000 licensed gun owners in Japan. There used to be upwards of 500k and it's actually been a pretty big source of worry in Japan because many gun owners are elderly and they're running into issues with animal population control because nobody's culling the herds anymore.

You can get a gun license with a hunting permit. Those three gun clubs are a different story, and I think the main deal with them is that you can have a handgun, which is otherwise illegal.

This. It's possible, but difficult, to own a gun in Japan, and the only actual firearm you can own is a shotgun (you can also own air rifles, but I don't technically consider them to be firearms). You have to take an all day class that is held once a month, you must pass a competency class, a psych eval, and register both the shotgun and all the ammo you possess with the police, and the gun and ammo must be stored securely and separately (not sure if separately just means you can't store a loaded gun, or if you have to have two separate safes). Once a year you must allow the police to inspect your gun, and every three years you have to retake the competency test. Rifles owned before 1971 are allowed to be kept, but must be turned in to the police upon the owner's death, and cannot be kept by the owner's heirs. Handguns are absolutely illegal, no exceptions. They can be carried by Japanese police, but not when the officer is off-duty. Not sure what the restriction on types of shotgun ammo is, but I'd imagine your standard bird, buck, and slug rounds are going to be legal, as they all serve hunting purposes.

So, if you're going to actually be entering an exclusion zone in Japan with a firearm, it is most likely that you are going to possess either a shotgun (preferably 12 ga) or an air rifle. Of these two, I would choose the shotgun, and I would carry both buckshot and slugs with me to remove boar, with the mindset that in most cases you will have a quicker follow-up shot from a shotgun than you will from an air rifle, and it may take a second shot to put a rad-boar down before the beast can close the distance and begin raping you.

In any case, I would probably carry a shotgun into an exclusion zone anywhere on earth, because if a 12 ga slug can put down a bear, then I'd feel relatively safe trusting to put down whatever mutated critters the zone spits out at me.
