The last time I lived in California I was too young to know what gun laws were, but my assumption is that the safe handgun roster thing prohibits dealers (and only dealers) from transferring an unapproved firearm and comes with some sort of penalty for doing so. As I understand, there is no criminal penalty for a private citizen possessing an off-roster handgun. Their business model seems to include setting up a business in what is effectively a sovereign state, albeit one which exists within the borders of California: a federal Indian reservation. Because state laws have historically been inapplicable on that land, I think their idea has some potential merit.

However, comma, there's no way I'd pre-order anything from them until they were actually selling guns. For starters, CA DOJ is going to sue the shit out of them to try to force them to stop because GUNS, injunctions against operating the business may or may not be issued, and the process could very well take years. Additionally, while it may be "legal," lots of manufacturers are going to want to stay out of it for fear of incurring lawsuits from CA DOJ alleging they sent in off-roster guns unlawfully -- yet another delay.
