You have to leave a layer of oil or some other rust preventative in the bore after cleaning to prevent this. Mosin bores don't have any special treating.

Happened to me, just go shoot it and it will force that crap out, like a copper squeegee. When you're done pour some room temp or warmer water down the barrel to wash out the corrosive salts, then run a couple clean dry patches down the bore. Mine looked worse than that and that's all it needed.

Just clean it with some Hoppes, brush and patch the fuck out of it, then when it's cleared up and clean run a new patch with oil on it, even vegetable oil will work if you have nothing else.
