If you had no way to scratch build a pistol, maaaaybe.
One problem with a bolt action rifle, is that you can't really have very long a barrel, because the magazine is forward of the trigger.
But you could take the barrel and bolt and use those in a DIY pistol, with a magazine in the grip like normal pistols, which would allow you to have a barrel twice as long with the overall length not changed.

Yeah, if you're sick of being able to actually hunt & shoot accurately with it.
Even if you do a perfect job and make an excellent crown, pistols amplify any human error x10. They're just a lot harder to shoot accurately.

You know there are actually 22lr pistols, right? I mean ones that come that way out of the factory, so you don't have to chop up a rifle to make one. Some are actually pretty nice, like the Ruger SR22.

You would lose any discernible advantage of a .22 rifle by cutting down the barrel length, and in exchange you get a worse version of a gun you could find everywhere by just scavenging.

Hunting rifles only come in .308 and .50 unless you're modding. Even then, .22lr doesn't exist.
