Arkansas anon here and was gifted these.
I believe the top is a Type 99 Arisaka
The bottom is a 1915 Mauser.

Don't know shit about guns and was wanting to know if anyone would be able to tell me of anyone preferably in my state who could refurbish them.

I would check for gunsmiths in your area via google. You could also ask around at any gun store and they can point you in the right direction if they cant help you.

So you have a Imperial German Gewehr 1898 Mauer complete action. You need a stock, barrel bands, and handguard.

You can use a Brazilian M1908 stock; they're almost identical except for markings.

Refurbing rifles like those most likely will not get you your money back even if you where the one to refurbish them. You would be lucky to break even. I say this as a milsurp lover too. If you are looking to up their value in order to resell, you might as well just sell them as is. If you want to shoot them, that can be easily done.

That said, to get them in shooting order is not all too hard, assuming you know how to use a screw driver. The G98 can be repaired with the parts that >>33233776 recommended.

The arisaka needs at least a new stock, Try searching both ebay and gunbroker for a replacement stock and barrel bands as necessary. Hopefully another anon can help better on that rifle (jap rifles are not my forte).

They may retail for that. But unless OP opens his own shop, he will most likely get only get $200-$300 from a shop and another $50 more in private sales. Granted, in the past 3 months milsurps are starting to increase in price beyond inflation again, not counting the suddenly not as available guns (I am looking at you Mosins).
