I've actually worked in the blood bank in the hospital at Wright-Patt AFB about 10 years ago. There's no realistic scenario in which a doc would give anybody blood based on some tattoo. In an emergency, everybody gets O-neg. Otherwise you WILL get your own blood tested for type before getting donor blood.

I think the point isn't to stop them having to do the test, but to confirm the result.

Mistakes happen, people fuck up, mix up patients or records. If they're giving you A+ and they see O- on your arm, they might order a retest rather than trusting they've got the right result.
