The cavitation and hot plasma wake (dont know what its really called, but a round going that speed would superheat the air around it) would do some damage. If the projectile was hard, then it would eventually shatter which would be like a small IED going off in terms of fragmentation, considering the mach 7 speeds.

Since a projectile would be shot at a high arc, it would go through the deck and exit the bottom of the hull. Since the sea water isn't compressible, the exit hole would be larger than the entrance hole due to more transfer of energy in a larger time period.

Yes but the payload is small. Dispersing tungsten pellets just before impact is better. It works like a giant armor piercing shotgun.
The worst thing about being hit by a railgun is that if one hits there's probably another five or more on the way in the next 60 seconds. Since the projectiles are small and railgun rate of fire is surprisingly high you can afford to fire bursts.
