Den stands for denver ordnance plant active from 41 to 45, a division of remington. Based on the rifles we used in ww2, yes I would say it is a 30-06 and I bet it's even safe to shoot but I wouldn't try.

It's not a reload. Fairly common thing to see with old ammo. Someone took a military ball round and added a dab of lead to the top to make it a "soft point".

I live in the Southeast and see this shit all the time at estate sales. Bit of a fudd thing.
