In OR/WA I'd be wary of what you eat the a meetup... I'll be bringing my own food.

Mostly for the same reason these PNW meets tend to be boring: no one is willing to drive almost any distance no matter how much advance notice you give. You have about an hour or two window's worth of people who will congregate at any given time.

Granted this time of the year it can be a huge pain in the ass to cross the passes but this doesn't change during the spring, summer, or fall.
I've organized meets for other things and had the same problems.

The fuck? Stay off army land and I can't imagine why they would.
Sometimes depending on the size of your group you may need a permit but if it's a simple weekender or less where no commerce is involved (ticket sales, food vending, etc) you should only need to observe dispersed camping and target shooting rules, needing discovery passes if you intend to overnight or have campfires (which assumes you aren't camping during an 'oh my god it hasn't rained for three days BURN BAN NOW' dry spell).
Honestly the biggest pain in the ass I could foresee is a ranger trying to be an asshole and nitpicking about how close your sleeping/campfire areas were to the firing line.
