There's a reason the Taliban has held out so long; it's hard to fight if anyone and everyone around you could, potentially, be a combatant. You can't just shoot everyone. If they did this, the feds would quickly lose the favor of the world at large. They also wouldn't want to have to rebuild their own infrastructure, so they likely wouldn't destroy it.

Honestly because theyre fun and the main drivers of crime are social and economic, not what sorts of weapons are available.
