The government (state and federal) have no say over that paperweight and can't do a damn thing to stop you from finishing it--only punish you if you're caught after the fact. I'd suggest you stop posting about it and refrain from telling anyone--friends and family especially. If you do tell others, say it's stored out-of-state (in which case it's subject to that other state's laws). Or actually rent a storage space and put the handgun there.

Roster is only about what handguns you can buy from an FFL, not make. You can even get off roster shit from LEOs.

Under 21 there is no way to get a handgun unless it's transferred from a parent. OP thought he found a loophole by building his own from an 80% Glock lower. This is legal on the federal level but not on California's level. They have a handgun roster that's a list of all the handguns you're allowed to purchase in the state, excluding PPT. This list includes all gen 3 Glocks. I'm guessing that OP saw the list, saw the federal go-ahead and just built the Glock. This is illegal because in order to manufacture an off roster pistol it must meet certain requirements, one of those includes MicroStamping, something that doesn't exist. The only loophole you have to manufacture an off roster pistol is to build it into single shot, then you may convert it after. OP skipped this step.
