I don't really know of any common ~9mm diameter spitzer bullet that would weigh that much, that's around a 355 grain bullet if your weight is accurate. I'd guess a 9.3x64mm Brennekee for that area but the bullet is way too heavy for it.
Even the 9.3×74mmR only weighs 286-grain / 18.5 g .
Could the rust have changed the weight?

The steel core idea sounds right. 23 gram is pretty damn heavy for a bullet. thats nearly 350gr.
