My home town became like that after ~2000. Around about the same time the last cops retired who were actually from the town, you started seeing transfers from other places, they'd be there for a few years then move on. Everyone hated them, they'd enforce the rules to truly petty nth degree stuff, and basically made it into a situation of us vs them.

I assume it was some sort of accountability and anti-corruption thing, but there should be some level of community engagement where there basically was none, and I think some small instances of positive-sum corruption is actually a positive thing.

I left years ago, hopefully things have gotten better since then.
