if it's a patrol rifle you really should worry about over-penetration. Ideally you want the round to stop inside the bad guy. I would strongly suggest going with something in 5.56.

If you're going for 5.56, you can go a bit cheaper and still get quality. Have you ever looked at a Bravo Company build? They sell uppers and lowers separately.

My dept. was small and didn't have the funding for patrol rifles. So they let us qualify with personal rifles. I qualified with a PSA build AR for my patrol carand a cheap mossberg .22 rifle for animal control.

It's not unheard of, but bigger depts. prefer you use theirs for legal reasons.

Terrorists also only go for big-ish targets, and the fact that you aren't being issued a rifle or being told explicitly down to the model number what rifle you are to buy means that you are a really small jurisdiction and realistically don't have to worry about well-financed terrorism.

You might have to worry about hicks, but in that case they'll barricade themselves in, so you can just wait for some Fed SWAT team to bust in.

Realistically the biggest thing you'll need that rifle for are people on drugs, who will not have armor, or some kid going full Sandy Hook on the local school and will, again, not have armor.

In the school/mall scenario, over-penetration is a *very* real concern, and you should prioritize not over-penetrating before worrying about barriers or armor.

Speed is what defeats (hard) body armor. A 20+ inch AR in 556 will have a better chance of penetrating than a 308 from SCAR 17.

I would still say that the AR would be tactically more advantageous in that situation. Your opponents will not have body armor, and you won't be making shots out beyond 200m with a patrol rifle. Get a nice Bravo Company AR.

AR lets you carry more ammo; if you're ambushed, you just want to get a lot of lead into the air to keep your attackers suppressed until you can run away like a little bitch, or if cornered, keep yourself from getting overrun before backup arrives.

OP, while the SCAR is a really cool rifle and I would definitely recommend getting one for range shooting/overall shooting pleasure if you have that kind of disposable income, I don't think it would be a good patrol rifle.

7.62x51mm NATO is great for punching through barriers and shooting at long range.
You can't really justify engaging people beyond the range of a typical 16" 5.56 carbine (roughly 300-400 yards) and the prospect of over-penetration is very much in the realm of bad shit since you can miss, punch through a house and hit/kill a bystander.
It might be kind of useful for dealing with dangerous wildlife, but a 12ga 1oz slug from your patrol shotgun would be better for that role.

So you should really get a 5.56 rifle since you can use frangible ammunition that won't over-penetrate and fuck up a bystander.

An AR? Sure, best value for money and besides which you said you already have one. Great. Use it. Maybe throw an ACOG on, or even some rapid transition irons (those 45 degree offset ones) on a FF tube if you want something fancy.

Some other 5.56 rifle? Sure. SCAR-16? Maybe a bullpup. Why not? It's your money. As long as it works and you like it, use it.
If it were my money? Basic bitch AR with FF tube, PA optic and some Chinese knockoff RTSes (double down with a bit of locktite blue on those and you're set).
