If I were to venture a guess it would be because it takes out the weight. Plastic blanks are much lighter than brass ones let alone live ammo. So most militaries want their soldiers to be used to carrying the weight of real ammo

Non american here, what are blanks usually made of? Ours were always wooden with an attachment to the barrel that would smash it to dust.
It did leave some fouling but i'd imagine molten plastic would be horrible.

Generally it's a normal cartridge with a longer neck, they crimp the neck so that the powder dosen't fall out and the BFA forms a tight seal so the gas system can cycle.
