+p is higher pressure than standard. Depending on cartridge there may be a standard for +p as well. +p+ is above the +p standard when it exists.

Just higher pressures from the powder loadout. You'll gain some added performance at the cost of more muzzle flip and generally more flash

Not necessarily, but the +p I remember seeing test on ShootingTheBull didn't expand properly, so something did act as FMJ and over penetrate. The velocities aren't much higher in a pistol either. I'd just use standard 147 grain hollow points in a pistol, use +p in a rifle
Just do your research on +P+. Not because of snappiness but because the added velocity can actually result in a decrease of penetration thanks to the drag from the added expansion. They also have a tendency to shed pedals because of that as well.

It usually means less penetration because the bullet is traveling fast enough for proper expansion. In cases where expansion is the same either way, then more velocity would help the expanded bullet travel.
I just use standard 115gr gold dots myself, out of a 3.25in barrel.
