Steel is much cheaper and more abundant than brass; especially for something nobody is ever going to reload. This is also why military guns used to load from stripper clips even if they had removable magazines. Simple stamped clips are cheaper making extra (relatively) complex magazines.
If the enemy cant reload you steel all good stuff.

Firstly, the FAMAS was originally designed to shoot brass case but the French switched to steel to reduce costs. Secondly, France has stopped making its own guns and ammo in 2000, meaning they have been using foreign made, brass cased, m193 ammo for the last 17 years.

They did for a while, since the Famas is a brass rapist, they also used thicker brass at some point.
Allegedly they fixed that issue in the 80's or 90's so it can eat normal casings now without choking.

There has never been thicker brass cartridges, there has never been any major modification to the F1 over its service life. Just stop.
