Because in the first two cases there is a credible external threat. In the case of USA the threat they are preparing for is their own government. So while the guys in the first case are planning to shoot the invading vatnik soldiers, in the second case they are planning to shoot the neighborhood cops and other fellow citizens working for uncle Sam.

Of course your own government can be a threat, but to a liberal's mind that is a non issue. And even they understand that foreign invasion is bad.
