Tacticaly deployed Mg42 nests used to cut off any escape path but leaving the rioters initialy just enough space. Give an ultimatum to peacefully surrender within a reasonable time according to size of crowd.
Have one single checkpoint where people may leave through a mobile fence and turncross gate, where they get arrested. If there is opposition left mow them down and have a team "take care" of the wounded. There is no such thing as bystander in this situation.
