Does having a wood handguard on the Mini 14 affect accuracy?
I've heard that the choate is the best right now due to its huge ventilation holes, but the look of the wood is more "classic".

Recently grabbed this M1 Special from the CMP North store. Haven't had the chance to take her for a spin yet thanks to my schedule but I've waited a long time, I suppose another week won't kill me, but goddamn it might...

That sounds like its undergassed. which is the hole being dirty (most likely) or undersized
Take a pipe cleaner to the hole and remove any fouling then go to range
if that doesn't work get a small lap and widen it a bit.

The scout is probably better if you had any plans to scope the rifle because traditional over-receiver scope mounts on the M1A/M14 are god-awful. The Mini-14 and Mini Thirty are actually designed to take scopes back there so there's less need for a scout rail.
