As much (literal) shit as we give India, I'm sure a small subset of the population would be able to pull off a technologically marvelous carrier. But the thing about India is that:
1. The politics are massively corrupt, to the point of preventing any kind of progress.
2. It's not exactly a unified country.

There are 42 official languages, but a majority of the population is illiterate. There are so many pockets of people claiming distinct ethnicities, and instead of a melting pot like the USA, it's just a regional mess that politicians exploit.

So yeah. I don't expect India to create it's own domestic anything, despite being capable on paper.

Its main unequivocal enemy is Pakistan which is right smack dab on the border.

It has some regional competition with China but its also right on the border of a giant mountain range in the north.

I could understand wanting a good navy but what purpose does it serve? At least China somewhat I can understand since it wants to guarantee sea trade routes through SEA.
