They "had" a largely WWI tier navy that was pretty much completely blockaded in port via intensive mining campaigns. Most was regulated to AA defense of ports they were stuck in. Soviet subs escaped and they got a lot of lend lease destroyers that helped escort runs and harass German ships. Overall though majority of the Soviet Navy manpower was diverted to land forces along with most of their smaller caliber guns.
