Mausers are the most common action because the west made copies of the Mauser action, such as the 1917 enfield and 1903 Springfield. US gun makers aren't going to tool up to make mosin actions because they already have the machinery for Mauser actions. I mean, why the fuck would they? Both the mosin and Mauser do the same job

If you actually use Mausers description of his action then almost nobody uses it.
The 1903 and P14 might be inspired but th ebolt face and lugs are completely different from Mausers design. The 1903 copied the extractor, magazine and clips while the P14 only copied the extractor.

And 2, new production bolt action rifles appeal primarily to sports shooters, who are better served by the Mauser action because of things like the safety, and controlled feeding.
