Depends on who did it. I've seen a few at gun shows where the owner said it was only missing the firing pin and had some shitty welding in the breech so it couldn't chamber a round.
Nowadays, under Canadian specs at least, the bolt has to be pretty much destroyed by cutting or grinding, the firearm can't be disassembled, breech has to be pinned or welded and magazines can't be removable.
