For matching prices, you can get more accurate bolt actions than semi-autos. If you want lots of accuracy and don't care about rate of fire, a bolt action makes more sense- more money left for a good scope and match ammo.

A sub-MOA full caliber bolt action can be had for $200-400. A semi auto that's sub MOA is going to be a lot more expensive.
There are expansive bolt actions because of certain addition features or just because "lol brand name", like any sub section of guns.

Any gun put in an environment it wasn't built to handle will do poorly. This is a testament to how effective an AK is in the freezing conditions it was designed for. Things like a big ass lever for a selector and rock out mags to give you leverage pulling them out help a lot.
