Small shaped charges the diameter scale of cartridge casings can be done, search for it on the sciencemadness forums. However, you will need an insensitive high explosive like RDX or HMX. I doubt even semi-stable compounds like PETN could survive the impulse of being shot out of a rifle. Here's a liner someone made by melting all the lead out of a .45 Long Colt bullet.

With blackpowder you would have to contain the pressure long enough to create a serious bang to get it to work right. Which you just arn't doing in a normal sized firearm.
Some sort of all metal potato gun with some sort of coupling that breaks at a certain PSI to release a saboted round would be possible but would require a stupid beefy housing and significant amount of BP.
The range and accuracy would be abysmal compared to conventional bullets and it'd be woefully ineffective against soft targets. I can't really think of an application.
It'd do everything worse than an EFP contained inside of an explosive projectile, but even HEAT-style ammo in anything smaller than .50 is inefficient compared to regular or AP bullets.

Black powder for propulsion. MANPADS are actually pretty slow. But you need a secondary HE charge, triggered by proximity to form the penetrator.
Altogether a tough engineering job for a rifle or handgun round. Maybe a 12 ga?
